Homeowner responsibility
Homeowners are responsible for sharing relevant information provided by the Park Summit Association with tenants and other non-homeowners living in their homes. This includes the Association’s governing documents and applicable community rules.
Exterior modifications
All modifications to the exterior of a Park Summit home or lot require Homeowners Association approval.
Before modifying the exterior of your home, complete and submit an Application for Exterior Modification for review by the Park Summit Homeowners Association Board of Directors. The application form and applicable guidelines are available through the homeowner portal.
Community common areas
The Association has retained Lawn Systems to provide grounds maintenance services for the community’s common areas. The mowing schedule under the contract is:
No less frequently than seven days apart.
No less than seven days and no more than ten days apart.
No less than seven days and no more than ten days apart.
Vehicle and parking rules
Residents and guests should follow the Association’s parking requirements and keep community parking areas available for authorized vehicles.
Commercial vehicles, campers, recreational vehicles, boats, trailers, boat trailers, junked vehicles, vehicles without current registration or properly displayed tags, and stored vehicles may not park anywhere within the HOA.
No items other than authorized vehicles may be placed in parking spaces. Storage pods may not be placed in parking spaces anywhere in the community.
Repair or maintenance of motor vehicles is not permitted anywhere within the community.
A vehicle that remains in the same space for more than 30 days is considered a stored vehicle. Stored vehicles and covered vehicles are prohibited.
Only the Board of Directors and Management can authorize towing for vehicles that violate the Association’s governing documents. Vehicles found in violation will be stickered and may be towed at the vehicle owner’s expense.
Parking complaints must be submitted in writing to the community manager. Include the alleged violation, vehicle make, model and color, license plate number, the nearest address, and a photograph when possible.
Collection schedules and disposal

Large items such as furniture and appliances must be prescheduled for collection by the homeowner or resident. The City of Gaithersburg provides free bulk trash collection to Park Summit residents by appointment.

Streetlights within the community are the responsibility of the HOA.
The Condominium Association is responsible for lights located on condominium buildings and inside condominium buildings. To report a light located on or inside a condominium building, contact maria@vanguardmgt.com.
Winter maintenance
The Condominium Association clears stairs and lead walkways in front of condominium buildings. The HOA clears common-area sidewalks that run adjacent to the buildings.
